I. Objectifs : Objectif général : •Fournir une assistance technique au Burundi et particulièrement au Programme Elargi de Vaccination (PEV) pour l’élaboration d’une stratégie et des outils de mobilisation des fonds publics pour un financement durable de la vaccination pour la période 2019-2023 et au-delà en tenant compte du coût des nouveaux vaccins. 2.1Objectifs spécifiques : •Faire une analyse des couts actuels du programme de vaccination au Burundi y compris les sources de financement•Proposer la meilleure stratégie de mobilisation de fonds internes pour un financement durable du programme de vaccination du Burundi •Proposer des outils de mobilisation de fonds internes pour un financement de la vaccination•Apporter un appui technique pour l’organisation et la facilitation de l’atelier de validation de la stratégie et des outils de mobilisation de fonds internes pour un financement de la vaccination•Apporter un appui technique pour l’organisation et la facilitation d’au moins un atelier de plaidoyer à l’endroit des hautes autorités sanitaires et politiques du Burundi pour le financement durable de la vaccination au Burundi.

II.Résultats attendus de la consultance : Les résultats attendus de la consultance sont :•Une strategie et des outils de mobilisation des fonds publics pour un finanncement durable de la vaccination pour la période 2019-2023 et au-delà en tenant compte du coût des nouveaux vaccins sont disponibles et validés; •Un rapport définitif de la mission de consultance est disponible•Au moins un atelier de plaidoyer à l’endroit des hautes autorités sanitaires et politiques du Burundi pour un financement durable de la vaccination au Burundi est organisé.

III.Missions et tâches du consultant

Le consultant est placé sous la supervision du Spécialiste en Santé de la Section Santé et Nutrition. Il/elle travaillera en étroite collaboration avec la Direction Générale des Ressources du MSPLS et la Direction du Programme Elargi de Vaccination (PEV), il devra : •Déterminer le coût par niveau des dépenses du PEV de routine en incluant les couts d’investissement (ex : Achat des équipements de la chaine de froid, matériel roulant, etc.) et tous les coûts spécifiques récurrents de la vaccination ;•Calculer le coût par enfant complètement vaccinés ;•Identifier les sources de financement actuelles de la vaccination au Burundi ; •Dégager la part actuelle du Gouvernement pour le financement de la vaccination ; •Elaborer une stratégie de mobilisation des fonds internes pour le financement durable de la vaccination ; •Elaborer des outils de mobilisation des fonds internes pour le financement durable de la vaccination ; •Organiser et animer un atelier national de validation de la stratégie et des outils de mobilisation des fonds internes pour le financement durable de la vaccination ;•Organiser et animer un atelier national de plaidoyer et de sensibilisation des hautes autorités sanitaires et politiques du Burundi pour le un financement durable de la vaccination. Le consultant présentera son offre technique et financière en tenant compte des activités à réaliser, des résultats attendus et en respectant le temps imparti pour cette activité (4 mois de consultance).

IV.Qualifications et expériences professionnelles requises

Le consultant recherché (un consultant International spécialiste en financement de la Santé, niveau P4) doit répondre aux qualifications et aptitudes suivantes :•Etre titulaire d’un Diplôme de niveau Master au moins dans les domaines ci-après : Economiste de Santé Publique, Santé Publique avec option « Financement des services de Santé » ou Equivalent ;•Avoir des compétences en analyse de financement de programmes et projet de santé ; •Avoir au moins 5 ans d’expérience dans la gestion de programmes et projet de santé ; •Avoir réalisé/exécuté un travail similaire dans au moins un pays à ressources limitées ; •Capacité à travailler dans un environnement multiculturel ;•Connaissance des techniques informatiques : Word, Excel Power point et navigation sur le Web ;•Capacité démontrée de développer et de maintenir des relations avec de multiples partenaires ;•Excellentes compétences analytiques, organisationnelles et communicationnelles ;•Bonne capacité d'analyse et de négociation ;•Bonne aptitude à conduire le travail orienté sur les résultats et le travail sous pression ;•Excellente connaissance du Français parlé et écrit ;•Connaissance de l'anglais constitue un atout.

V.Durée de la consultance :

La consultance durera 4 mois. A la fin de la mission de consultance, le consultant devra fournir le document de stratégie de plaidoyer et des outils pour la mobilisation de fonds publics pour un financement durable de la vaccination pour la période 2019-2023 et au-delà en tenant compte du coût des nouveaux vaccins ainsi qu’un rapport de mission de consultance.   • VII.Calendrier de payement

    Le plan de paiement des frais de la consultance s’effectuera en fonction des délivrables et peut se procéder comme suit :•A l’arrivée : Remboursement du ticket d’avion & frais de visa & autres frais de voyage•Paiement des honoraires de consultance sera fait mensuellement après présentation du rapport d’activités (Rapport d’étape) mentionnant le (les) livrables du mois et après approbation dudit rapport par le superviseur•Le paiement des honoraires du dernier mois, le décompte final, sera fait après présentation du document de stratégie de plaidoyer et des outils pour la mobilisation de fonds publics pour le financement durable de la vaccination pour la période 2019-2023 et au-delà en tenant compte du coût des nouveaux vaccins validés par le MSPLS et du rapport final de la mission approuvé par le superviseur. N.B. : Les honoraires seront payés sur présentation d’une déclaration de créance préalablement accompagnée des livrables de la mission. La demande de créance doit être approuvée par le superviseur avec évaluation satisfaisante de la part de ce dernier avant paiement. L’UNICEF se réserve le droit de ne pas payer un travail non satisfaisant.Aucune avance de paiement ne sera faite. Le consultant sera payé uniquement sur la base du montant défini et accordé dans son contrat avec UNICEF. Aucun autre frais ne sera payé au consultant outre ceux consentis sur la base du contrat.

    VIII.Arrangement administratif

    •Le consultant travaillera principalement au MSPLS/PEV et aura des réunions hebdomadaires de suivi, ou autant que nécessaires, avec son superviseur au bureau de l'UNICEF.•Le consultant remettra en fin de mission au PEV et à l’UNICEF, sous forme électronique et en hard copy, le document de stratégie de plaidoyer et les outils pour la mobilisation de fonds publics pour le finanncement durable de la vaccination pour la période 2019-2023 et au-delà en tenant compte du coût des nouveaux vaccins ainsi que le rapport final consolidé de la mission.

    IX.Conditions•Le consultant sera basé à Bujumbura avec des missions de terrain à l’intérieur du pays ; •Si le consultant est actuellement employé par une autre administration, il / elle doit fournir une attestation de son employeur l’autorisant à faire le travail à temps plein en tant que consultant pour l’UNICEF pour les périodes convenues •Le consultant aura son propre matériel de travail (ordinateur, téléphone, etc.)•Le consultant assurera ses déplacements à Bujumbura pour se rendre au lieu de travail, les déplacements pour les rendez-vous officiels à Bujumbura ainsi que pour les missions à l’intérieur du pays seront assurés par le PEV et/ou UGP •Les honoraires du consultant seront payés sur une base du contrat établi avec l’UNICEF.

    X.Risques et atténuation

    1.Un retard dans l'obtention du visa de séjour au Burundi pourrait entraîner des retards dans le démarrage des activités : •L'implication du MSPLS (PEV) dans l'élaboration de ces termes de référence et qui est demandeur de l’appui technique facilitera la demande de visa et l’obtention du visa auprès des autorités compétentes. 2.Un conflit d’agenda des cadres du MSPLS/ PEV peut compromettre le respect du chronogramme : •Suivi rapproché et implication des hautes autorités du MSPLS dans tout le processus•Procéder à une prolongation sans coût du contrat le cas échéant.     National consultancy on Situation Analysis of Children in North Macedonia 2019

    In the process of developing a new country programme of cooperation, 2021-2025, UNICEF wants to reconsider the current and changing context for children’s rights and well-being in the country, as a precursor for effective planning. This analysis is intended to examine the progress, challenges and opportunities in the achievements of children’s rights and well-being, and barriers that prevent their fulfillment, developing a picture of where children in the country have been, where they are going, and how UNICEF and partners can make that story better.

    How can you make a difference?

    The purpose of the consultancy is to provide an objective and verifiable analysis of the situation of the rights of children in North Macedonia which will be used by UNICEF and partners to address both barriers and opportunities for children to fully enjoy their rights. This will support evidence-based programming decisions in the planning of the 2021 – 2025 Programme of Cooperation.

    The last comprehensive disaggregated data on the overall situation and well-being of children in the country was gathered in 2011 through a Multiple Indicator Cluster Survey. While some national level data on child rights is available, new disaggregated data will not be available until the third quarter of 2019, when data from a new MICS, currently underway, will be completed. Though this is too late to be of use in this time bound process of analysis, there are nevertheless key qualitative and quantitative inputs which can form the basis for strong analysis of the situation of children, barriers to fulfilment of children’s rights and opportunities for accelerated action, policy dialogue and advocacy to advance the realisation of children’s rights.

    Building upon this, the 2019 Situation Analysis (SITAN) will have a focus on leveraging information in areas of current knowledge gap, through data and qualitative analysis and stakeholder consultation, with the aim of shaping new strategies for the accelerated achievement of children’s rights in the 2021-2025 period and beyond. Key aspects of the study should include:

  • A multi-sectoral analysis of the status and trends in the realisation of children’s rights, pulling together key sources of child related information across the education, health and social protection sectors, and emerging areas such as adolescent development. This will include changes in knowledge about the situation of children, and recommendations from recent research.
  • A review of Government and partner priorities and of projected changes in the national development and partnerships environment, and a light mapping of where gaps in the achievement of necessary results may lie.
  • A thorough analysis of the immediate, underlying and structural causes of shortfalls and disparities in child rights achievement and the barriers that prevent children, especially the most disadvantaged, from enjoying their rights and reaching their full potential.
  • Discussion with stakeholders on key areas of analysis including (i) the status, equity gaps and trends in the realization of children’s rights, (ii) causes of shortfalls and disparities across various groups of children, (iii) country capacities and gaps, as well as (iv) policy and programmatic recommendations to accelerate progress towards development goals and the fulfilment of child rights.
  • Assessment of potential risks (using elements of the UNICEF GRIP methodology) and their impact on the vulnerability of children and their families, especially the most disadvantaged, including on the capacities and coping mechanisms of families, communities, local and national institutions to mitigate these risks and deal with such shocks.
  • Determination of accelerators for the achievement of critical child-related SDG targets, with policy and programmatic recommendations to address the shortfalls and disparities and accelerate progress towards achievement of SDGs and of human rights commitments
  • A participatory process to gather and analysis the opinions of young people themselves, ensuring that their voice is heard in the development of the SITAN story.
  • Analysis of new potential partnerships, including private sector and other actors emerging as potential players for child rights in the Macedonian context.

  • University degree in the social sciences or related field;
  • Background in research, with a particular focus on qualitative data gathering through stakeholder groups/analysis;
  • Effective communication, interpersonal skills and sensitivity to diverse cultural contexts and situations;

  • Experience in conducting focus groups/discussion groups with young people and/or experience working with young people in a participatory way.

    TERMES DE REFERENCE

    Recrutement d’un consultant national pour l’élaboration du manuel d’opérationnalisation des mesures d’accompagnement comportemental de la composante filets sociaux du projet d’« Appui au Communes et aux Communautés pour l’Expansion des Services Sociaux » (ACCESS) au BENIN.

    I-CONTEXTE ET BUT DE LA CONSULTATION :

    Le Gouvernement du Bénin, a signé, le 4 septembre 2018, l’accord de don relatif au projet « Appui au Communes et aux Communautés pour l’Expansion des services Sociaux » (ACCESS) financé par la Banque Mondiale. Ce projet, entré en vigueur le 02 janvier 2019 et qui prendra fin le 30 juin 2022 vise à améliorer l’accès aux services sociaux de base et aux filets sociaux et à renforcer le système de protection sociale. Il comporte trois composantes dont la composante 2 : « Filets sociaux et systèmes de protection sociale » avec deux volets : le versement de transferts monétaires non conditionnels de base à l’ensemble des ménages extrêmes ciblés et la conduite de travaux mobilisateurs d’intérêt collectif (TMIC) qui offriront à ces mêmes ménages l’opportunité de gagner un revenu additionnel au cours de la période de soudure agricole. Pour tenir compte des objectifs du Gouvernement visant l’autonomisation des bénéficiaires, les mesures d’accompagnement définies dans le cadre de la mise en œuvre de cette composante portent sur le renforcement des capacités des bénéficiaires sur le micro entrepreneuriat. Dans le cadre du partenariat UNICEF-Banque Mondiale, il est envisagé le renforcement de ces mesures d’accompagnement par celles relatives aux comportements afin de contribuer à l’amélioration de la situation des populations, notamment des enfants dans les localités d’intervention des programmes des deux institutions à savoir celles des communes de Tchaourou, de Kalalé, de Kandi, de Banikoara et de Za-Kpota. Pour rendre opérationnelles ces mesures d’accompagnement, il est envisagé le recrutement d’un consultant qui sera chargé d’élaborer un manuel d’opérationnalisation des mesures d’accompagnement comportemental de la composante filets sociaux dudit projet. Il s’agira spécifiquement de :-définir les objectifs et les résultats attendus des mesures d’accompagnement et présenter la théorie de changement ;-préciser le contenu et les objectifs des composantes des mesures d’accompagnement ;-définir les stratégies de mise en œuvre de ces composantes en précisant les activités et les thématiques par composante, le planning du déroulement des activités, les acteurs de mise en œuvre et leurs rôles, la formation de ces acteurs, l’organisation du contrôle qualité des interventions ;-évaluer le coût des mesures d’accompagnement du volet comportemental ;-définir le mécanisme de coordination, de suivi et d’évaluation en précisant le cadre institutionnel de mise en œuvre (les structures gouvernementales et les PTF chargées de la coordination en arrimage avec le dispositif de suivi du projet ACCESS) ainsi que les rôles des acteurs, le cadre de suivi (les indicateurs, les valeurs de référence et les valeurs cibles, les moyens de vérification) et les dispositifs de l’évaluation à mi-parcours et de l’évaluation finale. Pour l’élaboration de ce manuel, il a été retenu avec les collègues de la Banque Mondiale, le recrutement, par l’UNICEF, d’un consultant qui devra disposer de l’expertise justifiée compte tenu de la particularité et de l’urgence de cette mission.

  • BACKGROUND / RATIONALE
  • Full immunization rates in India are stagnating around 62% despite series of efforts to improve routine immunization. In order to increase the effective coverage of immunization in the country, there has been tremendous effort by Government of India in the recent past. Many bold initiatives were taken for health system strengthening. Some of the critical measures were in the areas of microplan, cold chain space expansion, innovative communication initiative including systematic communication planning as well as monitoring, capacity building measures and supportive supervision. All these got definite boosting through implementation of Mission Indradhanush. Introduction of newer vaccines like pentavalent vaccine, IPV, RVV, PCV and MR campaign has also facilitated to a great extent in strengthening the routine immunization program. The concurrent monitoring data as well as reported data shows encouraging results of these initiatives. However, these data sets have their own limitations. The ideal way to get the realistic data about the coverage of the immunization program is through evaluated surveys. The last Coverage Evaluation Survey was undertaken in 2009 by UNICEF. There have been many surveys subsequently which provides certain indicators about immunization like NFHS, RSOC etc. But reach, number of variables and sample size of these surveys also are also a concern in these surveys. In order to get a comprehensive evaluated picture of the immunization program and make the findings comparable to the previous CESs, it was proposed by MoHFW to have the next round of Coverage Evaluation Survey in 2018. The CES 2018 was conducted from June 2018 and a Field Research Agency (FRA) was engaged for data collection and validation. The data collection has been completed and the Technical Advisory Group has reviewed the immunization data and finalized the weight calculation. Based on final weight calculation, all data related to CES need to be analyzed and final CES report needs to be developed.

    The ToR is to hire a consultant for 3 months to support the data and CES report finalization.

  • PURPOSE OF ASSIGNMENT
  • Technical Consultant for Coverage Evaluation Survey, planned under GAVI HSS, will support in finalization of survey data and National report in collaboration with Technical Advisory Committee (TAC) and Field Research Agency.

    3. OBJECTIVE/S

    A Coverage Evaluation Survey 2018 has been commissioned to get national and state level estimates of immunization coverage and other health indicators with focus on access/utilization of maternal and child care services. Survey covers all 30 states and 6 UTs of India. Considerable progress has been made and most of the activities have been completed. This TOR is being raised to engage a consultant for a period of three months who will support in finalizing CES 2018 survey data and the national report.

    The private sector plays a crucial role in the ability of UNICEF to deliver results for children, both by raising vital revenue and by supporting advocacy and delivery of the child rights agenda.     UNICEF seeks an experienced DRTV Project Specialist to provide support to the LAC teams and lead the set-up, testing and evaluation of direct response television as a pledge donor recruitment channel. This will require developing media plans in collaboration with LAC staff and the newly procured DRTV agency, identifying and setting up appropriate response channels and coordinating the development of appropriate creative, including ensuring the involvement of key stakeholders within the office at all stages. The Project Specialist will collaborate also with the Digital teams in order to integrate DRTV and Digital plans in order to maximize response.

    The role will also be required to develop, and coach identified staff members from the fundraising team at COs so that they are capable of taking on the management of the new DRTV program once the stretch assignment is complete.

    MAIN TASKS:

    Under the coordinated guidance of Fundraising Specialist (Individuals) based in the LAC Regional Office, the Regional Support Centre (RSC) in Panama as well as the PFP Individual Giving Team, the incumbent will perform the following duties:

    Specific tasks:

  • Responsible for overall project management of the DRTV activity plan across the year and the delivery of income, expenditure and new donor targets.
  • Close collaboration with PFP's DRTV specialist consultants throughout the planning, execution and evaluation stages of each campaign.
  • Management and coordination of suppliers across media, creative and response channels.
  • Coordination, collection and management of feedback from all internal DRTV stakeholders, including the Country Office Representatives, the Communications, Programmed and Fundraising Teams and supporting PFP teams in Geneva and the Regional Support Centre.

    In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

    UNICEF is a leading humanitarian and development agency working globally for children rights. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle. UNICEF strive to ensure that all children are born alive, stay safe and keep learning.

    The Emergency Cash Transfer Project (ECTP) targets 1.5 million vulnerable beneficiary cases (over 9 million people) across all Yemen districts and governorates with unconditional cash transfers in response to the socio-economic crisis. The ECTP is being rolled out nationally by UNICEF as the executing agency, with funds and technical assistance from the World Bank through the International Development Association. UNICEF has established a Project Management Unit (PMU) with staff members operating in Yemen and Jordan, to oversee the implementation.

    The ECTP requires the implementation of a Management Information System (MIS) solution that supports the necessary emergency payment delivery functionality and ensures the security of beneficiary data. The ECTP relies heavily on technology and uses agile methodology and open source, i.e., cloud IaaS, Linux (CentOS), Postgres, JEE, Kibana and TeamGantt. The poor ICT infrastructure in Yemen and especially the challenges in terms of connectivity, required the use of a distributed solution based on Linux CentOS severs running minimal-MIS that replicate the deltas to the cloud based IaaS main-MIS.

    BACKGROUND AND RATIONALE

    UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. In 2016, UNICEF in Tajikistan started its new Country Programme 2016-2020. The new CP aims to accelerate progress towards the realisation of the rights of all children in Tajikistan, with a special focus on equity and attention to closing equity gaps at different stages of the life cycle. UNICEF in Tajikistan will spend most of its efforts to achieve results for children by engaging more partners, stakeholders, and youth, including media to address rights issues that affect children at various stages of their life, with a special focus on disadvantaged children.

    In its efforts to achieve its strategic objectives UNICEF in Tajikistan together with partners has made significant achievements and learned different lessons that need documentation to show key children's issues and ongoing responses through high-quality content materials: packages, advocacy toolkits, photo packages, human interest stories, animation films and short films for various audiences. These high-quality content packages will be disseminated through different channels including website, social media networks, partner networks and donor reports.

    There is also an ongoing requirement for designing of materials, recording and editing of footage and also creating multi-media materials for UNICEF, including for online platforms, to create evidence-based visibility material, to support UNICEF's advocacy efforts with policy makers, media, donors and the public at large.To meet this requirement, UNICEF would like to invite capable individuals, who will provide below multimedia production services:

    PURPOSE

    The UNICEF Tajikistan Country Office seeks to establish a roster of national consultants formultimedia producers and managers to design, edit and package communication materials.Becoming a pre-qualified consultant in the UNICEF Roster is a one-off standard application that opens the door for potentially multiple assignments. Once pre-qualified, consultants will be eligible for direct recruitment by UNICEF Country Office for a two-year period. Significant reductions in the time required by UNICEF to process contracts and for a consultant to be operational are expected. UNICEF will make extensive use of the roster for eligible consultancy requirements; this is therefore a unique opportunity for any interested and qualified consultants to submitan application and, if entered into the roster, to be immediately considered for any future assignments by UNICEF in the relevant areas of expertise.     First person narrative visual storytelling with captions & quotes - focused on an individual subject

    Everyday Voices - portraits of people directly addressing the camera with their gaze, participating in their own representation with personal quotes that serve to further storytelling and engage audience in the issue through identification with an individual.

    Consultant- photographer supplies all photographic equipment and agrees to provide, if requested, transmissions of rough edit selections of best images, with complete caption information.

    3. Videographers

    High quality edited video materials with subtitles (in pre-agreed language) and other necessary information's, including;

    Advocacy and programme coverage - Professional documentary video coverage of programme or situations relevant to our work

    First person accounts/profilesnarrative visual storytelling that follows individuals, including families and communities, with elements of first person interview, b-rolls, beauty breathing shots.

    Consultant videographer supplies all equipment and agrees to provide, if requested, transmissions of rough edit selections of best rolls, with complete information.

    4. Animators & Visualizers

    High quality animations and visual materials with motion effects for internal and external use in appropriate formats.

    5. Copywriter and social media managers (digital campaigns)

    In collaboration with Communication team, to develop content plan and social media ready text, visual graphics and other digital assets, with the recommendations on posting time for maximum impact.

    Manage campaign portfolios, including paid promotion of content on different channels aimed to achieve pre-agreed results.

    Specific conditions:

    Consultants will be fully responsible for all supplies, equipment and expendable materials and agrees to provide, if requested, transmissions of rough multimedia materials, with complete information related to the assignment.

    UNICEF has first selection rights to all multimedia materials developed as part of the assignment with non-exclusive concomitant world rights in all media in perpetuity.

    All UNICEF standards and requirements will be met during the development of multimedia production.

    TERMS OF PAYMENT:

    The services will be delivered on an on-call basis and paid in local currency upon successful completion of the assignment. UNICEF will make payments based on the amount of work completed to satisfactory standards and requirements set in the table of tasks. The actual costs of services will be paid by the section requesting these services.

    Payment will be made via bank transfer upon completion of pre-agreed deliverables upon the submission of an invoice. Travel expenses, if any, will be reimbursed based on UNICEF policies and procedures.

    SUPPORT PROVIDED BY UNICEF:

    UNICEF's Communications team will work with the selected consultant to refine and clarify the scope and parameters of the assignments, necessary technical requirements, coordinate and arrange logistics (if location of work isoutside of duty station of the consultant).

    SUBMISSION:

    Each interested individual is requested to submit:

    1 - a brief proposal of services based on 5 areas of expertise listed above

    2 - the copy of curriculum vitae,

    3 - samples of previous work done (portfolio)

    4 - list of equipment with brief technical specifications they intend to use as part of the consultancy.

    UNICEF will set up an evaluation panel composed of technical staff, who will review each applicant and shortlisted candidates will be invited for further technical evaluations. Upon completion of evaluations, roster of candidates will be prepared and managed by Communication team within UNICEF Tajikistan.

    EVALUATION

    Individual consultants will be evaluated based on a analysis of the technical proposal. The place in the roster shall be provided to individual consultant whose offer has been technically evaluated and determined as:

    a) responsive/compliant/acceptable, and

    b) having received the min 65 scores out of a weighted set of technical criteria.

    Technical Criteria weight - 100%;

    Evaluation Criteria (TECHNICAL QUALIFICATION (max. 100 points)):

  • Minimum of two years of professional experience in the area of expertise they are applying. Max. Point - 30;

    BACKGROUND:

    Early Childhood Development(ECD)

    Young children and families, in the first few years of children’s lives are typically served through the health system. To ensure improvement of child outcomes there is a strong need to understand how best to find and use appropriate entry points in the system for Early Childhood Development (ECD) interventions, packages and methodologies. Early Childhood Development is identified as the skills, competencies and abilities that children gain by age of school entry because of good health, adequate nutrition, protection and stimulation. Advances in neuroscience are beginning to drive a revolutionary shift in the way we think about child development, as we learn more about the impact of both positive and negative experiences and the interplay of experience (nurture) and genetics (nature) on the developing brain. These developments have significant implications for our work with children.

    MENA – ECD Overview

    Despite this compelling global evidence and momentum for ECD, the Middle East and North Africa (MENA) stands out as a region that until now has not invested sufficiently in ECD. For instance, early childhood education in MENA is seriously lagging behind other regions of the world. Gross enrolment in pre-primary education stands at 27 percent as of 2011. The only region with a lower level of enrolment is sub-Saharan Africa at 18 percent (World Bank 2014). The MENA region, as well as having low enrolment in pre-primary education, also has the lowest public provision of pre-primary, with only 29 percent of pre-primary enrolment in public programs and 71 percent of pre-primary enrolment in private preschools and nurseries (UNESCO 2014). MENA countries and territories also have the world’s highest rates of violent child discipline (UNICEF 2013) and the region has the lowest coverage of iodine, an important nutrient for brain development (UNICEF 2012). These deficits in ECD in MENA are limiting the potential of a generation of children and making the region less productive and competitive in the long run.

    Care for Child Development

    The World Health Organization (WHO) and UNICEF, in cooperation with the World Bank Group (WB), Aga Khan University, and other partners, designed Care for Child Development (CCD) to prepare service providers and other persons who work with families of young children to promote the healthy growth and psychosocial development of children. CCD is an evidence-based framework designed to promote the responsive caregiving and early learning components of nurturing care through integration in existing services. Components of nurturing care include: good health, adequate nutrition, security and safety, responsive caregiving, and early learning. The effective integration of the CCD package in health services, in particular, will result in a beneficial impact on children’s early development and support appropriate care for health and development. Findings from several trials have shown improvements in home environment and children’s development with CCD, suggesting that the programme can be incorporated into existing health services at relatively low cost. CCD has been integrated into programmes across various sectors, including child survival and health, nutrition rehabilitation, early learning (e.g. daycare services and preschools), social protection (families participating in a cash transfer programme, prevention of violence and abuse), mental health, and services for families with developmentally disabled children. The time is ripe for the scale-up of interventions like CCD.

    OBJECTIVE:

  • Adapt the CCD guidance for three countries in the Middle East and North Africa (MENA) region, namely Tunisia, Egypt and the United Arab Emirates (UAE). In addition, a more general MENA regional guidance will also be expected at the end of the consultancy.
  • Support training for and implementation of CCD package in three priority countries, namely Tunisia, the UAE and Egypt, by providing training (master trainings/training of trainers and follow up training) and capacity building as they relate to Tunisia, Egypt and UAE adaptations of the CCD package.
  • Develop a Guidance for in-country monitoring and evaluation of the CCD
  • DESCRIPTION OF ASSIGNMENT:

  • Preparation of the Guidance on CCD Adaptation for Middle East and North Africa region and Guidance for in-country implementation in Tunisia, Egypt and the UAE. To prepare the guidance, the consultant will review all the existing documents/evaluations from countries already implementing CCD, and in consultation with UNICEF/WHO and inter-agency working group established to support the process, finalize the Guidance (4 documents in total, Tunisia, Egypt and UAE country guidance and MENA Regional guidance.) The four guidance documents should be developed as strategic documents, with a clear set of recommendations. The recommendations should include clear explanation of the process and critical steps needed to ensure effective implementation; identification of main stakeholders/partners at the country level; identification of the most appropriate and efficient delivery channels for the intervention, including clinics, home visits and groups; tips on achieving sustainability (for example, how to incorporate the CCD in the relevant policy documents; how to incorporate the training package into the curriculum of paediatricians / community health workers and others strategies proven to be effective in ensuring sustainability of the intervention).
  • Support the CCD training and implementation in priority countries (initially Tunisia, UAE and Egypt.) The next stage in the roll-out is in-country training and implementation. We have documented experience on the implementation of the intervention in various countries. It is extremely important to provide adequate technical support to the MENA regional countries ready to apply implement/refine implementation of CCD, and to help them adapt the intervention to their local context, build local capacity and partnership to implement CCD effectively, establish monitoring and evaluation systems, especially to track mother and child dyads over time, and document the learnings from the entire process of training and implantation. Through this consultancy, up to three countries that are in the early planning stages of implementing CCD (namely Tunisia, UAE and Egypt) will be covered. The support will be organized through on-line technical support, in person training (training of trainers and follow up training) and frequent in-country visits, as well as through frequent consultation with UNICEF HQ and consultation with main partners, like the WHO and the WB.
  • Preparation of the Guidance on CCD Monitoring and Evaluation for in-country implementation. To prepare the guidance, the consultant will review all existing monitoring tools applied in countries already implementing CCD as well as relevant monitoring and evaluation tools and frameworks used and promoted by international agencies, and in consultation with UNICEF/WHO (including select country offices) and the inter-agency working group established to support the process, finalize the Guidance. The guidance should be developed as a toolkit, establishing the framework for monitoring and evaluation activities at the country level, with a set of recommended standards and internationally validated M&E tools to be used at country level. The guidance should identify a minimal set of indicators to monitor progress and evaluate quality and recommendations on proxy measures and sampling techniques that can be used to gather useful information at lower cost. The guidance should also provide information to programme managers and others as a minimum, on monitoring the status of the implementation of Care for Child Development (i.e. status of the training; funding status; operational plan including governance / coordination, etc.); the quality of inputs to the intervention (duration and fidelity of the training and supervision, providers skills; change in practices, etc.) and how well the intervention reaches the most marginalized children and their families. As measuring the impact of the intervention on child development is costly and requires specially trained experts, it is not a recommended routine practice. However, measuring the impact of the intervention is extremely important in understanding the effectiveness of the intervention and process that lead to desired (or un-desired) results. A workshop guide for training managers and front-line workers on how to use the monitoring data to make quality improvements. The guidance should cover some of the key considerations when preparing / conducting evaluation such as: how often is feasible (in low resource settings in particular); what outcomes to evaluate; propose tools that are reliable and valid.
  • KEY DELIVERABLES:

  • The Guidance on Adaptation of the CCD for MENA region and in-country implementation made available to country offices for use. This deliverable will entail three components: Tunisia CCD Guidance, Egypt CCD Guidance, UAE CCD Guidance and a general MENA Regional guidance that will help inform CCD guidance for other countries in the region moving forward.
  • Up to three selected countries, Tunisia, UAE and Egypt, have implemented CCD with adequate training (master trainings/training of trainers and follow up training and full technical support from the consultant provided in the design, monitoring and evaluation of the intervention including support during the implementation phase, which would entail follow-up visits and supportive supervision.
  • The Guidance on CCD Monitoring and Evaluation made available to country offices for use and local adaptation, including documentation of best practices and lessons learned for future implementation.
  • REPORTING REQUIREMENTS:

    The consultant will be working from home. Regular communication including emails and phone calls on a weekly basis, or more frequently if needed, will be established between the consultant and the H&N unit in MENARO and three Country Offices.

    The consultancy will also require field trip to MENA Regional office in Jordan and priority countries (namely Tunisia, UAE and Egypt) implementing the intervention.

    For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

    Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

    To support the evidence-based strategic review, reporting and validation of the 2019 Mid-Term Review of the Country Programme of Cooperation Sudan-UNICEF 2018-2021.

    Basic objectives of consultancy/contractor (assignment) services

  • Support Sudan country programme mid-term review and document progress made towards Outcomes and Outputs under the 2018-2021 Country Programme, demonstrate good practices and unfinished business for children;
  • Support and document the deep dive sessions and the bilateral reviews with the government partners and line ministries to document lessons learned, constraints, challenges, and opportunities, compile the recommend revised/refocused UNICEF’s strategic priorities of assistance and strategies to Sudan development agenda for better results - inform eventual revisions to the CP, the CPMP, and the results framework
  • Support the international consultant who will be facilitating the MTR and SMR
  • Key Activities/Tasks

  • A desk review of all available and new evidence on the situation of children and women in Sudan, and unicef internal annual and quarterly reviews documents and finadings.
  • Document the sectoral and cross sectoral programme reviews to feed into the MTR report prepared by the international consultant
  • Validate the data provided during the review meetings.
  • Document the deep dive sessions on thematic areas of focus with UNICEF staff and selected partners
  • Support the international consultant and document the MTR process.
  • Document the findings from the SMR to feed into the final MTR report.

  • A folder with all the new evidence available on the situation of children and women in Sudan.
  • A full report documenting the review process, and the deep dive sessions, including the lessons learned and key recommendations.

    Early Childhood Development (ECD) is one of UNICEF China's key programme areas in the Country Programme for 2016-2020.     Background:

    The crisis in Syria continues to have a profound impact on people across the country. The population in

    most part of the Country is still dependent on humanitarian assistance for their survival. In areas which

    hostilities have subsided, enabling some stability and security to take hold, the impact of prolonged

    crisis remains together with large scale vulnerabilities and damaged services, infrastructure.

    Children bear psychological distress inflicted by years of violence and displacement.

    Extensive explosive hazard contamination is a deadly reminder of the indiscriminate and protracted

    effects of hostilities.

    Since December 2018 the influx of displaced population from the Hajiin and Baghouz pockets in Deir Ez

    Zor to Al-Hol camp have mobilized the protection partners, as well as those operating from cross-

    border to respond to the humanitarian and protection emergency.

    According to humanitarian actors coordinating the camp response, an estimated 65,000 individuals are

    received in the camp. The demographic composition continues to be predominantly constituted by

    women and children, representing some 90 percent of the population of the camp and with a

    population of children estimated at around 64 per cent (50 percent under 12 years old and 25 percent

    5 years of age).

    A high number of unaccompanied and separated children were registered and it is reported that some

    of these children appeared to be foreigners.

    The new arrivals continue to show the signs of physical exhaustion and mental distress due to exposure

    to hostilities and dire conditions in transit.

    UNICEF Child protection team have been able to respond during the first interventions and will

    continue to provide psychosocial first aid support to children and caregivers who arrived from Hajin to

    Hole camp and other child protection services. In close collaboration with other stakeholders UNICEF

    and partners have established Child Friendly Spaces providing psychosocial first aid to children and care

    givers and additional mobile teams were mobilized. The unaccompanied children are benefiting from a

    comprehensive response under Interim Care Centre (ICC) with 24/7 care giver services.

    The need remains high to ensure the protection of children in the Governorate covered by the Field

    office with the actual staffing and require reinforcement of its capacity by recruiting additional staff to

    support the response and monitoring the situation of children.

    Purpose of Assignment:

    The child protection officer, under the supervision of the chief of Qamishli field office- and technical guidance of the Child Protection officer NOB in Qamishli and the chief of Child Protection section will be responsible for contributing to child Protection Program.

    He/She will also work closely with other project and Program officers in the field office to ensure that the child protection priorities are adequately addressed and coordinated in all affected areas.

    This will entail to contribution in planning, administration, implementation, monitoring and the evaluation of Program/Project activities in the governorates under the responsibility of Qamishli Field Office, namely Al- Hassakeh, Al- Raqqa and Deir Az-Zour.

    Main Duties/Responsibilities:

  • Assists and participates in the planning and response to ensure the protection of Children in emergency during the assignment period is within the framework of UNICEF Core commitment for children and Humanitarian action for children
  • Collect data and contributes to the situation analysis, Program/Project planning. Management, and monitoring and evaluation purposes related to child protection in the governorate.

    Background & Purpose:

    The Maldives Judicial Academy created on 31st August 2015 is a functionally autonomous and separate institution within the Maldives Judiciary and under the Supreme Court of the Maldives. The key objectives of Maldives Judicial Academy is to:

  • Promoting legal and judicial knowledge in the Maldives, helping to strengthen local institutions of legal education, and taking necessary measures to help judges, members of the Maldives Bar, and staff of the Maldives Judiciary achieve academic excellence;
  • Enhancing legal and judicial knowledge, academic capacity, and professional skills of judges, members of the Maldives Bar, and staff of the Maldives Judiciary;
  • Forging and strengthening ties with Judicial Academies and similar institutions in other countries and operating at international level and working in cooperation and collaboration with those institutions to conduct judicial and legal training and research.
  • The MJA Regulation calls upon the Academy to:

  • Conduct various types of continuing education and legal training courses and programs
  • Publish journals, research papers, special reports, and other forms academic works on legal and judicial issues and topics; and
  • Provide the staff of the Judiciary with higher education opportunities this includes sponsoring prospective or current students of higher education programs under agreements of service bond, in accordance with the requirements of the Judiciary TNA.
  • Work in cooperation with the law schools of the Maldives and provide them with necessary assistance and guidance, in order to enhance legal and judicial education in the Maldives;
  • Work with national and international academic bodies and institutions in conducting legal and judicial research, with the view to develop the legal profession and the Judiciary.
  • Programs offered by the MJA are expected to be designed and conducted in such a way as to enhance the legal and judicial knowledge and skills of the participants that would contribute to the Maldives Judiciary's work in upholding the rule of law in accord with the doctrines and principles set out by the Constitution of the Republic of Maldives, our laws, and best practices adopted and upheld by modern justice systems throughout the world. AS such, the programs offered at MJA are divided into five categories. With an aim to revise if and necessary, programmes falling into the following categories are currently offered:

  • Structure of the Judicial System and Some Key Principles
  • Adjudication, Procedures and Judgment
  • Judicial Management, Bench Skills and Courtroom Issues
  • Substantive Law, Jurisprudence, and Language for Law

    The Maldives Judicial Academy requires external technical expertise to review the existing programmes, the structure and the staffing at the academy. The review should include Identifying the gaps and needs for its effective functioning and suggest other additional programme areas. Furthermore, assist MJA to draft in-service programmes to orient magistrates to harmonise practices among different atolls and Male'.

    The main objectives of the proposed consultancy:

    With an aim of strengthening the capacity of the Maldives Judicial Academy, the consultant will (i) review current programmes and practices (ii) review the structure of the academy, (iii) propose areas for in-service programme for magistrates, and (iv) develop in-service programme for magistrates to harmonise practices across the atolls and Male'

    What is the basic project objective to which the consultancy is related

    Capacity at national, regional (atoll) and community (island) levels strengthened to prevent and respond to cases of violence against children, juvenile crimes and drug abuse.

    Major tasks to be accomplished:

  • Review the existing structure and programmes to improve the organizational staffing structure and streamlining the programmes
  • Conduct a quick training needs assessment for harmonizing practices
  • Develop an in-service training plan for magistrates.
  • Draft a training programme to harmonise practices across the atolls and Male'
  • Deliverables / End product

    Tasks:

  • In consultation with the MJA, and Department of Judicial Administration review the existing structure and programmes, for strengthening the staffing structure and streamlining the programmes.
  • In consultation from magistrates and judges selected from different regions and Male' conduct a training needs assessment, to identify the capacity gaps for harmonizing practices
  • Develop an in-service training plan for magistrates covering immediate, short term and long term to further strengthening their capacity and harmonizing the practices
  • Draft a training programme to cover the immediate training needs and harmonise practices across the atolls and Male'. It should also include session plans and guidelines for trainers.
  • Final Consultancy Report, covering the work undertaken and a way forward for future development of the sector.
  • Deliverables:

  • Review Report covering staffing structure, programmes and findings from the needs assessment
  • Draft in-service training plan
  • Training module with session plan and guidance notes
  • Consultancy report with way forward and recommendation for future development
  • Soft and hard copies to be submitted to UNICEF and MJA. Payments will be disbursed against acceptance of products, and against accepted deliverables and on acknowledgement of the receipt of the deliverables.

    Qualifications or specialized knowledge and/or experience required

    Contexte et justificationMadagascar fait partie des 60 pays en développement où de nombreux enfants de moins de 5 ans meurent encore de causes qui, pour la plupart sont évitables. En effet, les indicateurs de la survie et du développement de l’enfant restent encore très élevés. Près de 269,658 enfants de moins de cinq ans meurent chaque année à Madagascar. Les principales causes sont les Infections Respiratoires Aiguës, les diarrhées, le paludisme et la malnutrition. Madagascar a le quatrième taux de sous-nutrition chronique au monde. Près de la moitié de tous les enfants de moins de cinq ans souffrent de retard de croissance dus au fait que des mères commencent leur grossesse avec des carences nutritionnelles, des pratiques d'allaitement inadéquates et un régime alimentaire peu varié.• Sur le plan mondial, Madagascar occupe le sixième rang dans l'utilisation de l'eau salubre et quatrième rang dans l’accès à l'assainissement amélioré. Quarante pour cent des personnes vivant en milieu rural pratiquent la défécation à l’air libre ; Et seulement 13% de la population dans les zones côtières traitent et boivent de l'eau propre due, en partie, à des pratiques et des croyances enracinées. Environ 1,5 million d'enfants en âge de fréquenter l'école primaire ne sont actuellement pas scolarisés et seulement 3 enfants sur 10 qui fréquentent l'école primaire complète ce cycle, souvent parce que les gens ne donnent pas la priorité à l'éducation face à la pauvreté et à d'autres privations. • L'exploitation sexuelle des enfants, notamment par la prostitution et le tourisme sexuel, augmente. De nombreuses jeunes filles pratiquent parfois la prostitution «de survie » et cette exploitation déguisée est souvent soutenue par des membres de la famille, la communauté ou les intermédiaires locaux. Puisque les normes sociales ne condamnent pas ces pratiques, beaucoup d'adolescents font le commerce du sexe pour des cadeaux ou de l'argent.• La pratique du mariage des enfants persiste, près de la moitié des femmes âgées de 20 à 24 ans déclarant avoir été mariées avant l'âge de 18 ans et 40% des filles devenant mères avant l'âge de 18 ans. La grossesse et l'accouchement sont l'une des principales causes de décès chez les filles âgées de 15 à 19 ans à Madagascar. La croissance de la population infantile, associée à une lente diminution de la pratique néfaste du mariage des enfants, due principalement à la pauvreté et à l'acceptation culturelle, mettra en danger des milliers de filles à Madagascar.• Plusieurs acteurs communautaires, partenaires et programmes sectoriels apportent un appui pour la promotion des interventions à haut impact surtout dans le domaine de la promotion de certaines pratiques familiales essentielles. Les interventions sont généralement sur les mêmes cibles, dans les mêmes zones avec divers outils et stratégies de communication.• En vue d’avoir une cartographie des principaux intervenants et des réseaux communautaires œuvrant dans le domaine de la C4D pour la réalisation des droits des enfants, les services d’un consultant individuel national sont sollicités.

    Comment pouvez-vous faire une différence ?

    1. But et Objectif

    La cartographie des acteurs de la communication devra être un document qui prend en compte les acteurs œuvrant dans tous les domaines inter, intra et trans-sectoriels du programme de coopération Gouvernement/UNICEF. Il sera le fruit d’un consensus entre différents programmes sectoriels et surtout, basé sur une large consultation incluant particulièrement toutes les directions techniques et les partenaires œuvrant dans le domaine de la promotion de la santé, de l’éducation, de la nutrition, du Wash et de la protection de l’enfant. Le but de la consultation permettra d’avoir des informations sur les intervenants en C4D et sur les acteurs communautaires (Qui fait quoi ? où ? comment ? avec qui ? avec quoi ?) afin de mieux orienter les interventions et d’exploiter des partenariats potentiels dans le cadre de la promotion des Pratiques Familiales Essentielles. Objectif principal : La présente consultation vise l’élaboration du répertoire des intervenants dans le domaine de la C4D pour la promotion des Pratiques Familiales Essentielles (PFE) y compris les questions en lien avec les adolescents.

    2. Tâches assignées• Identifier les partenaires intervenant dans le domaine de la promotion des PFE et les classer selon les secteurs d’intervention (santé, nutrition, WASH, protection, éducation etc..) et spécifier les approches de communication utilisées par les partenaires, les zones d’intervention et les groupes participants • Inventorier le Système de suivi et évaluation utilisé par les partenaires en vue d’analyser l’éventuelle synergie entre les partenaires surtout dans le cadre de la remontée des données du niveau communautaire vers le niveau central • Réaliser une analyse globale de la situation des acteurs de la communication (ONGs, relais communautaires, médias) ;• Faire une analyse du rôle de ces acteurs, le fonctionnement du dispositif de collaboration et le système de contrôle de leurs interventions,• Catégoriser les acteurs selon certaines caractéristiques (catégorie, domaine et lieu d’intervention, etc.), • Faire une analyse comparative des acteurs (Expérience de terrain, Gaps de capacités, etc.) ;• Elaborer la cartographie des canaux et acteurs de la communication au niveau nationale et régionale.• Formuler des recommandations pour une meilleure collaboration avec ces acteurs.

    3. Méthodologie : Compte tenu de la nature transversale de la C4D, les interventions du consultant vont interagir avec celles de tous les programmes sectoriels, mais aussi avec les partenaires gouvernementaux, les agences du SNU, la société civile, les plateformes C4D ou toute autres entités pouvant contribuer à ce processus.La méthodologie sera participative et se fera sous forme de rencontres, discussions, visites de terrain. Le consultant aura un courrier officiel du MID et de l’UNICEF pour faciliter sa mission durant le processus.

    4. Les livrables et délais• Le répertoire final des acteurs communautaires et des intervenants C4D (Mois 1);• La cartographie d’intervention des partenaires dans le domaine de la promotion des PFE (Mois 2);• Le rapport final de la consultation (Mois 3).Tous les produits livrables doivent être présentés sur support électronique 5. Supervision :Le/La consultant (e) sera place (e) sous la supervision administrative du Chef de Section C4D et du Programme Officer C4D en charge de la composante PFE de l’UNICEF. Le consultant travaillera également en étroite collaboration avec les collègues du MID et de la plateforme nationale C4D.L’appui technique en logistique adéquat est fourni par le bureau de l’UNICEF Madagascar au consultant pour une préparation et une mise en œuvre des interventions.

    L’UNICEF sera ainsi en charge de :• Organiser un briefing initial pour le consultant ;• Mettre à disposition les directives et documents nécessaires ;• Assurer la supervision directe du consultant ;• Apprécier la qualité du travail du consultant.

    6. Durée de la consultance : 3 mois

    Pour se qualifier comme défenseur pour chaque enfant, il vous faut : -Diplôme universitaire avancé issu d’un établissement accrédité * dans une ou plusieurs des disciplines pertinentes dans les domaines de la sciences sociales ;-Avoir trois (03) ans d'expérience professionnelle dans des conditions analogues à celles du présent mandat ;-Disposer d’une bonne expérience dans l’élaboration de documents similaires, études ou analyse des documents stratégiques ;-Connaissance théorique du travail, des programmes et du cadre de compétences de l’UNICEF ;-Familiarité avec le système des Nations Unies ;-Posséder une grande aisance de communication en français ainsi qu’une bonne capacité rédactionnelle ;-La connaissance en langues locales est un atout ;-Connaissance du contexte social, politique et économique de Madagascar.

    Contexte et justification

    Madagascar est l'un des pays les plus pauvres au monde, avec un produit intérieur brut par habitant de 440 $ et un classement en 2015 de 154e de 185 pays dans l'indice du développement humain. En 2013, 91% des 23 millions de personnes vivaient avec moins de 2 $ par jour. En plus de l'extrême pauvreté, la population malgache, en particulier les enfants, continue de souffrir de l'impact de la crise politique et du déclin socio-économique, de la détérioration des services sociaux et de la vulnérabilité des ménages aux chocs causés par les conditions climatiques extrêmes.•Le manque d'adoption des pratiques familiales essentielles causées par le faible accès à l'information, la demande limitée et les pratiques culturelles nuisibles contribuent au cycle de l'extrême pauvreté et de la fragilité à Madagascar qui perpétue des conséquences négatives significatives pour la survie, le bien-être physique et social et les droits fondamentaux de la personne et surtout chez les Mères et enfants.•La mortalité maternelle demeure très élevée, car les femmes retardent la décision d'aller dans un établissement de santé. Selon l'Enquête nationale de suivi 2013 menée à Madagascar sur les objectifs du Millénaire pour le développement, seulement 51% des femmes reçoivent au moins 4 consultations prénatales et la mortalité maternelle et néonatale est souvent liée à la malnutrition ou à la mauvaise santé des mères adolescentes. Seulement 38% des accouchements ont lieu dans les centres de santé.•Le pourcentage d'enfants vaccinés âgés de 12 à 23 mois est passé de 62% en 2008 (DHS 2008-2009) à 51% en 2012. Les analyses des goulots d'étranglement des campagnes de poliomyélite en 2015-16 ont montré que les enfants n'étaient pas vaccinés principalement en raison de la désinformation, de l'absence pendant les campagnes et des croyances religieuses.•Madagascar a le quatrième taux de sous-nutrition chronique au monde. En vue d’apporter une réponse plus appropriée à ces problèmes et prendre en compte la promotion des PFE dans leur spécificité, il s’avère important d’élaborer une stratégie nationale de communication pour le développement qui prend en compte l’ensemble des thématiques relevant de la santé maternelle, néo natale et infantile ainsi que toutes la composante éducation, protection et développement.C’est dans cette perspective que le Bureau de l’UNICEF Madagascar veut accompagner le Ministere de l’Intérieur et de la Décentralisation (MID), en recrutant un consultant national pour élaborer la stratégie nationale de communication pour la promotion des PFE.

    II.Tâches assignées :•Collecter et analyser les données, et informations en rapport avec la situation des PFE auprès des partenaires clés (Partenaires gouvernementaux et Partenaires Techniques et/ou Financiers œuvrant dans le domaine de PFE) ;•Procéder à la revue documentaire sur les études déjà effectuées et disponibles sur la promotion des PFE;•Collecter, analyser les plans de communication, plan stratégiques existant en identifiant les forces, faiblesses et acquis, et en proposant des axes d’intégration transversaux des interventions (adolescents, genre, situations d’urgence); •Faire un état des lieux analytiques des messages, outils et supports de communication en rapport avec les PFE ; •Elaborer/Adapter le plan stratégique au contexte actuel en veillant que les groupes participants y compris les plus vulnérables et les plus difficiles à atteindre soient pris en compte ; •Organiser des ateliers de présentation, forums de discussion, et validation du travail en cours pour l’examen et l’adoption éventuelle d’approches communes ; •Formuler des recommandations pour assurer la mise en œuvre du plan stratégique en intégrant le plan d’action et le budget.

    III.MéthodologieCompte tenu de la nature transversale de la C4D, les interventions du consultant vont interagir avec celles de tous les programmes sectoriels, mais aussi avec les partenaires gouvernementaux, les agences du SNU, la société civile, les plateformes C4D ou toute autres entités pouvant contribuer à ce processus.La méthodologie sera participative et se fera sous forme de rencontres, discussions, ateliers, missions de terrain. Le/La consultant (e) aura un courrier officiel du MID et de l’UNICEF pour faciliter sa mission durant le processus de cette stratégie. Il s’agira pour le consultant de :•Conduire une analyse des interventions de communication en appui aux programmes sectoriels à partir de la documentation notamment les plans de communication thématiques existants, le plan national de développement sanitaire ainsi que le rapport de l’étude CAP PFE ; •Préparer et faciliter les ateliers d’élaboration du plan stratégique pour la promotion des pratiques familiales y compris les outils de suivi des interventions communautaires ; •Finaliser la stratégie à l’issue des observations et amendements faits par l’UNICEF et les partenaires sur la version provisoire du document.

    IV.SupervisionLe/La consultant (e) sera placé (e ) sous la supervision administrative du Chef de Section C4D et du Programme Officer C4D en charge de la composante PFE de l’UNICEF. Le consultant travaillera également en étroite collaboration avec les collègues du MID et de la plateforme nationale C4D.L’appui technique en logistique adéquat est fourni par le bureau de l’UNICEF Madagascar au consultant pour une préparation et une mise en œuvre des interventions.

    L’UNICEF sera ainsi en charge de :-Organiser un briefing initial pour le/la consultant (e) ;-Mettre à disposition les directives et documents nécessaires ;-Assurer la supervision directe du/de la consultant (e) ;-Apprécier la qualité du travail du/ de la consultant (e).     Background:

    The global Child Protection Area of Responsibility (AoR) is the global level forum for coordination of child protection activities in humanitarian settings as part of the broader Global Protection Cluster (GPC). The group brings together NGOs, UN agencies, academics and other partners under the shared objective of ensuring more predictable, accountable and effective child protection responses in emergencies. The mandate of the CP AoR is to ensure quality and coverage of child protection services through inter agency coordination, headed by UNICEF, the cluster lead agency. The CP AoR represents the interests of the entire humanitarian child protection community and are accountable both to the IASC, through the Protection Cluster; and to Humanitarian Coordinators and their country coordination teams; all of whom are ultimately accountable to children and their families who are affected by conflict, natural disasters or other humanitarian crises.

    Over the last few years, the humanitarian operating environment has changed significantly. There has been a proliferation of complex and protracted emergencies, with levels of displacement not seen since the Second World War. The World Humanitarian Summit outcomes aimed to generate a renewed commitment to address this unprecedented scale of humanitarian needs through new partnerships, stronger participation of affected people and to better link humanitarian and development initiatives. Considering this evolving environment, the CP AoR needs to reassess its strategic focus, building on key elements of the CP AoR 2018-2020 Work Plan and considering areas that require enhanced effort and focus.

    Purpose of the Consultancy:

    The purpose of this consultancy is to facilitate the finalization of the CP AoR revised global strategy for 2019-2021, based on a previous draft, literature review and consultations with key stakeholders. In addition to the finalization of the global strategy and packaging for dissemination, the consultancy will also include the editing of documentation including the Needs Identification and Analysis handbook as well as the drafting and layout of three 2-pagers on different topics as described below.

    How can you make a difference?

    Key Deliverables:

    Under the supervision of the Global CP AoR Coordinator and with inputs from the Strategic Advisory Group (SAG), the consultant will undertake the following tasks:

    Deliverable (10 days):

  • Review Literature and Current Draft. Review other cluster strategies, relevant CP AoR documents (such as the 2018 Annual Survey), wider humanitarian strategy (Grand Bargain updates, cluster reviews), review current draft of CP strategy.
  • Interviews. Develop semi-structured interview. Conduct remote interviews with 12 to 15 selected stakeholders to determine priorities within the CP AoR strategy. Analyze and distil findings from interviews, discuss findings with AoR Leadership.
  • Re-write First Draft. First draft of strategy completed and shared with small group (members determined by AoR Leadership).
  • Consolidate comments and write second draft. Take on board comments, feedback and clarification with key stakeholders and AoR team. Complete second draft. This draft is to be presented to the Strategic Advisory Group via a conference call.
  • Deliverable 2 (7 days):

  • Final draft. Complete final draft, include both a final review and comments of a technical nature followed by a copy-edit review for spelling, typos, etc.
  • Editing, design, layout and printing. Professional printing (and shipping to Geneva of 200 copies.
  • Deliverable 3 (22 days):

  • Editing of the Needs Identification and Analysis handbook.
  • Drafting and layout of three 2-pagers on Government system strengthening, localization and integrated needs analysis, among other.
  • Deliverable 4 (6 days):

  • Write up of outcomes of global events as requested, based on documentation, recordings and material provided for by the AoR team.
  • Criteria for the evaluation of deliverables: Timely delivery of solidly written deliverables, presenting all provided information in succinct but comprehensive way, edited and designed.

    The following qualifications are required to undertake this assignment:

    Education: Advanced university degree (Master's degree or equivalent), in field relevant to the assignment.

    Work Experience: Minimum of 10 years of work experience in the humanitarian sector, including experience in the field, of which at least five conducting reviews, assessments and/or evaluations of humanitarian issues.

    Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is essential.

    Other Skills: Knowledge of institutional mandates, policies, guidelines and recent developments pertaining to humanitarian assistance and coordination. Knowledge of the institutions of the UN system.

    Timeline and conditions of work

    Background & Rationale

    UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Delivering and sustaining results for children requires action by both governments and the public at large.

    This consultancy is within the Policy Analysis Unit in the Policy Section of the Division of Data, Research and Policy (DRP). DRP’s mission is to facilitate the role of evidence in driving change for children and young people. To that end, the division seeks to harness information about the state of children; develop robust policy solutions; support countries in the application of evidence; mobilise relevant stakeholders at the global, regional and country levels; and, ground UNICEF’s strategic planning and learning in evidence and knowledge.

    Purpose

    Under the supervision of the Policy Specialist, P4 (Economist Analysis) and the Chief of the Policy Analysis Unit, the Consultant will provide robust economic and social policy analysis on a variety of evolving and emerging issues, support UNICEF’s signature initiatives and campaigns with clear policy asks, strengthen the evidence-based policy recommendations, and collaborate with partners from governments, civil society, academia and think tanks, and the private sector that are working on relevant issues at global, regional and country levels.

    In particular, this Consultancy’s core responsibility entails providing partnership management and thought leadership support to UNICEF’s newly launched multisectoral, shared-value partnership called Generation Unlimited (Gen U). This Consultancy aims at supporting the organization-wide effort to firmly establish the foundational strategy of Gen U, while also producing critical evidence pieces that will help initiate and accelerate the co-creation process with the global partners. Moreover, the consultant will oversee and manage the overall project of Gen U’s Promising Ideas Business Plan Development and Consortium Building by: working closely with the contracted vendor (business management consulting firm); analyzing, synthesizing various types of data; use qualitative research methods, such as case studies, to make the analysis more rigorous; collaborate with both internal and external stakeholders to help build strong theory of change and investment case of Promising Ideas; and, facilitate learning networks by using various digital tools to exchange information.

    1. Provide research support to the Policy Analysis Unit on conducting robust economic and social policy analysis

  • Identify and investigate emerging trends, meta issues and contextual phenomena that can affect the realization of the rights of children and young people. A particular focus will be on intersections between the well-being of children and young people with rising global trends in the areas of economics, climate action, urbanization, migration, demographics, employment, technology, globalization, social protection and more.
  • Support Policy Specialists to provide robust analysis, investment cases, recommendations and guidance on a variety of key evolving and emerging issues; formulate policy asks for UNICEF’s external advocacy and campaigns, policy recommendations for UNICEF’s flagship reports, and the organization’s policy positions
  • Provide support for utilizing quantitative and qualitative analytical tools and technique to evaluate the impact of global trends and national policies on children and young people; assist on developing analytical tools and databases to support the policy analysis function by undertaking ad hoc research, synthesis and analysis
  • Manage the production of UNICEF’s global flagship reports by: identifying research agenda; streamline the workflow; draft and edit the reports; solicit internal and external feedback and incorporate comments; undertake fact-check as needed; support and strengthen visual communication tools of the reports; and, build communication strategy of the flagship reports to ensure UNICEF HQ/ROs/COs capitalize on the product
  • 2. Provide partnership relationship management support to the Policy Analysis Unit as well as Generation Unlimited

  • Liaise with internal and external stakeholders of UNICEF to build analytical collaboratives and undertake joint projects; solicit/provide peer reviews vis-à-vis UNICEF’s published materials on emerging global issues
  • Perform as a project lead and focal point for Gen U’s Promising Ideas’ Business Plans and Consortia Building, working closely with the contracted vendor on a day-to-day basis to ensure the deliverables are on track
  • Conduct landscape analysis and mapping exercise to identify critical stakeholders to design, finance, roll-out and evaluate the Promising Ideas; provide partnership strategy to increase selectivity of the outreach efforts
  • Produce a comprehensive list of: global topic experts vis-à-vis Gen U and Promising Idea’s topic areas; key stakeholders in the public sector who can catalyze political support; civil society and academia who can engage with communities and young people; and the private sector who can co-create the Promising Ideas
  • Provide tailored briefing notes, concept notes, presentation tools, interactive websites and other communication tools to keep the materials relevant, reflective and engaging for the stakeholders
  • Organize internal/external events, meetings, conference calls, Webinars, and workshops to steer discussions on Gen U and Promising Ideas, and to create momentum amongst the key stakeholders for the workstream
  • 3. Facilitate knowledge exchange and learning among the stakeholders by leveraging online and offline platforms

  • Organize briefings, workshops, brown-bag and other types of learning sessions with colleagues from UNICEF and other global entities to discuss both the latest knowledge and new/uncovered insights on critical issues for children and young people; explore potential next steps for UNICEF and relevant stakeholders to address the evidence gap; facilitate working groups to continue informal learning activities that can be readily shared
  • Track, archive and generate shareable contents on the learnings from Gen U Promising Ideas’ co-creation process with the consortia members, which is largely driven by multisectoral and shared-value partnerships
  • Identify and promote good practices in public policy and cross-sectoral partnerships by using digital channels

    Key competences, technical background, and experience required Deadline

  • Advanced university degree (Master's) in social sciences, international relations, public policy, or other relevant disciplines. A relevant first-level university degree (Bachelor’s), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree.
  • A minimum of two (2) years of relevant work experience at national and international levels in the areas of social and economic development is required.
  • Excellent analytical, researching and writing skills is required. Ability to synthesize research and reach empirically based conclusions on related subjects is a must.
  • Experience in analytical work in organizations concerned with development issues is required. Flexibility and sensitivity to contextual constraints and capacities is considered an asset.
  • Familiarity with the protection of rights of children and young people in the context of demographic shift, global warming, increased migration and urbanization, and technological advancement is desired.
  • Understanding of UNICEF’s role and value proposition in advancing pro-poor, child and youth friendly policies are considered an asset.
  • Fluency in English (verbal and written) required. Knowledge of an addition UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
  • Please indicate your ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable). Applications submitted without a daily/monthly rate will not be considered.

    Remarks

    With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

    At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
